Background and Context
Barbados has long prioritised education as a central pillar of its post-independence
development strategy, ensuring universal access from early childhood through tertiary
education. The country has earned regional and international recognition for high literacy
rates, strong human capital outcomes, and a sustained commitment to education as a
driver of social mobility and national development.
However, in the context of rapid digital transformation, shifting labour market demands,
climate change, demographic shifts, and the accelerating pace of the Fourth Industrial
Revolution, education systems globally including Barbados’ must evolve with urgency.
In response, the Government of Barbados has launched a comprehensive Educational
Transformation Programme, designed to modernise the system and ensure it is fit for
purpose in the 21st century.
Within this context, the Ministry of Education Transformation proposes to host a.
Education Transformation Summit under the overarching theme: “Reimaging
Education: Advancing Inclusion, Equity and Fairness”

to position itself as a global reference point for small states pursuing world-class,
equitable education systems.
