Summary
Barbados is undertaking a national education transformation aimed at building a Fair, Inclusive, Relevant, and Modern (FIRM) education system that prepares learners for the realities of the 21st century. Within this context, the proposed Chelston Climate School is envisioned as a flagship, future-focused institution that integrates climate science, sustainability, resilience, and applied problem-solving into secondary-level education. The School will contribute to national priorities while positioning Barbados as a regional and international leader in climate education and innovation.
To support the establishment of the Climate School, the Ministry of Educational Transformation seeks to engage a consultant to design a robust, fit-for-purpose governance structure that enables autonomy, accountability, partnerships, and access to diversified funding.
Objective of the Assignment
The objective of this assignment is to design and operationalise a comprehensive governance framework for the proposed Climate School that:
- Maintains clear accountability to the Ministry of Educational Transformation
- Enables operational autonomy and innovation including that of Oceana Innovation Hub as an extension of the Climate School, preserving its autonomy while maintaining accountability to the Climate School
- Supports regional and international partnerships
- Allows the School to receive funding from public, private, philanthropic, and multilateral sources
- Is legally and institutionally sound within the Barbados education system
Experience
The Consultant or Firm should demonstrate:
- Advance degree (Master’s or higher) in Educational Leadership, Public Policy/Administration or related fields.
- 7+ years of professional experience in governance, institutional design, climate policy, or related development planning.
- Experience working directly on governance, accountability and fiduciary frameworks, institutional strengthening, policy development, or organizational design.
- Experience engaging international partners and funders.
- Strong facilitation and stakeholder engagement skills.
- Experience working in the Caribbean Small Island Developing States (SIDS) or similar jurisdictions.
- Experience with climate change initiatives (policy, planning, or education governance) would be an asset.
- Expertise in semi-autonomous or hybrid public education models would be an asset.
